Judge Keith Bell Joins the Review Commission
Judge Keith E. Bell has joined the Occupational Safety and Health Review Commission as an Administrative Law Judge at the Review Commission’s National Office. Prior to joining the Review Commission, Judge Bell was an administrative law judge at the Social Security Administration’s Office of Disability Adjudication and Review where he heard and decided cases on appeal.
Before becoming an administrative law judge, Bell was co-counsel for trial litigation at the Department of Labor, Office of Solicitor, Mine Safety and Health Division, where he planned, coordinated, and supervised trial litigation. As senior trial attorney in the Mine Safety and Health Division, he prepared and litigated complex cases involving fatalities and significant safety and health violations. He also coordinated the Mine Safety and Health Administration’s Alternative Case Resolution program where he provided oversight, negotiation and litigation skills training and guidance to its Conference Litigation Representatives.
Judge Bell began his legal career as an Assistant District Attorney in the Philadelphia District Attorney’s Office.
When asked about his judicial appointment, Judge Bell stated that he "looks forward to working with such an outstanding cadre of judges and is thankful for the opportunity."
Bell received his undergraduate degree in political science and his Juris Doctor both at North Carolina Central University. He is admitted to the North Carolina and Pennsylvania bars, as well as the U.S. Court of Appeals for the Fourth Circuit.
